Yes, I think it's a good idea because skimmer's speed underwater is slower than above water, this could compesate up to the point to cap both under and above water at 850 (which should have already been at release imho).

They have a low drop rate, stick to it, you'll drop it eventually, it took me around ~15 metas to drop them all.

Are you Anet's economists? Why do you even care?

1) Don't hope to drop a precursor, never. Else you'll get disappointed, like you already are.

2) Farm golds and when you have enough, buy one precursor from TP or craft it yourself.

I highly doubt it, I think Icebrood Saga will have a minimum of 6 to a maximum of 8 episodes, so 2 or 4 more to come before expansion.

Edit: not counting Prologue.
