Hello all, according to the wiki, it 's in Grand plaza, however I don't find the vendor. Can someone help me ?

I wanted to do the collection so I bought one weapon and consume it in order to unlock the collection but nothing happened.

Apparently it needs Bloody Prince's Toy Chest ... somethign I didn't know. Does it mean that I consumed the weapon skin for nothing ?
