Sand Swell, I don't see how it can be used underwater. The typical treatment for ground-targeting skills to be used underwater is to turn them into a PBAoE. But if you do that with Sand Swell, it's totally useless. You would create a portal from your current position to your current position.

 

Dessicate has no reason whatsoever to be unusable underwater.
