At the end of the day it's all about synergies and if the core mechanic of a class offers enough options for different damage types, then the elite spec does not necessary need to add more. Scrapper has the firearms traitline and several weapons and kits it can use with every specialisation.

 

Core necro and reaper have their fixed shroud and it is difficult to design it for both damage types at once. See core shroud which is a hybrid range, damage and sustain mess, that does not feel great at anything.

 

The way anet went with reaper shroud is smart. The baseline is mediocre direct damage and the gm traits put either additional condi damage or a direct damage buff or sustain (blighter's boon is just badly designed atm.) on top. Instead of not fun to play against sustain they gave it a clear melee range concept and a bit of mobility (RS2).

 

Scourge is the same hybrid mess like core. I have no idea what they were thinking when they designed it. They basically asked for balancing issues.

IMO Core should be mainly a dps class, so both power and condition builds should be viable. MM could fit into it. Given the traits in death magic, which increase poison damage, make minions take conditions from you and inflict them on the enemies, and cause minion death to create poison novas, maybe MM could become an actual condi build.

The power build instead could revolve more around death shroud usage, and wells, since they can already do a lot of damage.

So I'd say that Core could be:

Power single target with AoE bursts (wells, shroud 4), I'm pretty sure necro was already played like this from the start of the game, then reaper came.

Condition single target (with possibly some party utility through blood magic, so condition removal from allies)
