This is because the public version is PvP, and uses PvP damage numbers and rules, while the party version is a PvE dungeon, and uses PvE damage numbers and rules. For example, no ressing at a waypoint when your team's in combat. This ends up with it being significantly more difficult with the same players. Especially if they aren't aware of the difference, like how you need to stack Power gear. But the damage tuning for the public instance is so low it doesn't really matter; you get about the same effectiveness in there as you do with twice as many people in the private instance.
