I use a basic turnip pen in Clip Studio with a medium Intuos Wacom tablet, with the sensity yupyup! ^-^I make the basic lines first and then add a bolder line around whatever I feel needs to be separated from all the busyness of the page so your eye can focus on the shapes better.
