Where do you get bounty Hunter Armor?

I did get the chest armor recipe from a bounty. But Bounty Hunter's vs Warbeast seem to be like 1:20 at least from the number of dropped recipes. I only ever saw one drop once. My friend never got one and we both play together most of the time.
