The burst potential is absolutely insane right now. You can delete HP bars in team fights if you know what you're doing. Sword + sword Herald can be deleted from existence at astonishing speed if it's staff is in cooldown. Axe is still the best ofensive off hand weapon for herald because has much more team synergies, better cost and cooldowns and the cc ads some survability. And talking about playing the Herald (not the Rev: the Rev and the Renegade doesn't exist in PvP) what I like the most about the class in it's current state is that every one that jumped in the ship when the class was both powerful and easy to use did leave the boat some seasons ago, so the niche players which still do play Herald are truly involved with the spec and the nature of the class, even after the nerfs.
