WvW mesmer build

There are actually quite a lot of variant for roaming build. Other than the metabattle builds on [chronomancer](https://metabattle.com/wiki/Build:Chronomancer_-_Condi_Roamer "chronomancer") and [core PU mesmer](https://metabattle.com/wiki/Build:Mesmer_-_PU_Condi_Roamer "core PU mesmer"). Obviously core PU mesmer will have more stealth to get around outnumbered situation but personally I find it has too little pressure to take down people with decent skills.

It has several survival options against zergs etc and has decent range pressure. Sigil of incapacitation actually is very useful against people as roamers tend to focus on mobility. It is especially annoying for thief following unhindered combatant nerf.

EDIT: forgot to swap tranquilizer armor to viper/rabid mix when changing traits to chrono, should fixed it now :/

Extra ambush can be helpful so I always prefer double energy sigil on them. You can swap sword to axe if you prefer more damage but sword has amazing mobility in roaming capability.
