Rune of the Scourge impossible

Seriously you make an event that basically never triggers, part of an acheivement to get a stupid rune that unlocks a torch..... Ok seriously about to delete this Scourge, how do I trigger this event and where does it spawn. Been waiting in the necropolis for 2 hours and nothing has happened. I know I am supposed to talk to this attendant but the wiki page is utterly useless and nothing is happening. Please help

basically, run around the necropolis and find one of the points where the event starts. The npc only becomes intractable when it starts, some say it starts at dawn/dusk, others say it starts randomly throughout the day. Ask map chat and try to use the lfg to find the event as the npcs can be easily killed by trash mobs.

The escort event actually takes place and actually succeeds. I did it successfully 3 days ago and got the recipe.

 

Go to the necropolis, near Embalmer Boran; the Heart NPC. The Receiving Attendent is across the place, at the middle entrance of the place. Usually nothing happens if you talk to him. But if the event is due, he can be talked to and will point you to the location of the event. I don't know if the event starts by talking to him when the event is due or if he is just a pointer to the already started event. If the event starts and you are around the necropolis area, a big announcement is written over the screen. Cannot be missed.

 

I waited about 30 minutes for the event and did other events around the necropolis, including defending it and attending some judgement. Perhaps the escort starts after some ruling in the court - I remember that the escort started multiple times a month ago when I wanted to get all 3 judges and did the court events for an hour or so.
