Well you get it from the renowned heard vendor Adisa https://wiki.guildwars2.com/wiki/Adisa It's not in his vendor window. When talking to Adisa, choose the option "What do you know about Vlast?", then the option "Adisa....Vlast is dead.", then he will have an option "I had a crystal with some of his final memories, but I lost it".
