Sigil of concentration and wells

That question has probably already been asked but I can't find any thread about it (you can call me stupid).

 

When you proc the boon duration from the sigil.. Is it taken into account when you cast a spell, or when the boon applies ?

 

Example A => I use Well of Action. I cast it while I am not under the sigil's bonus. I weapon swap before the last tick, and the quickness applies while I'm under the 33% boon duration bonus, I have more quickness.

 

Example B => I weapon swap, I cast Well of Action while under the boon duration bonus. As the last tick happens, I am not under the sigil's boon duration bonus anymore. But I still have more quickness.

 

Which situation is real?

Duration is calculated at the moment of application, not the time of skill use.

Application. Hence rotations where, for example, coming out of Continuum Split, Chronos will cast tides of time and then weapon swap while it travels. When it returns to apply its boons (previously quickness, now alacrity) Sigil of Concentration will still be running from the weapon swap.
