Is there a way to use TACO to make player generated content?

I was thinking recently, GW2 TACO is a robust overlay that can be used for many purposes from anything to Harvest maps, to marking out collections, to laying out effective paths even. Could there be a way to use Taco to create quests, have people follow player made objectives to overlays put in random features that are not normally used for anything other than odd events and World Completion, perhaps leaving something you can interact with using the Overlay while not having it change the actual program of GW2. That could offer guilds the importunity to create their own missions perhaps, have TACO overlay downloads of player made content with written quests even while giving some of these random Open World Vets or Elites personalities and purposes.

 

Just some food for thought, it would be a third party way of making GW2 Open World an optional Sand Box content.
