Reaper shroud CD reduction

Hey Devs! We really need the CD reduction trait for reaper back especially for wvw/pvp. The rotation isn’t that big of a deal in pve but it’s yuuuuge in wvw. Trust me!

10 second shroud is still killing me and situations where I should be winning. I recently resorted to not using soul reaping with blood the new vamp trait rework and its still not good enough. I making shroud 7sec again will ultimately help the the reaper in all game modes and aspects. Not sure how long I can play like this the reaper form death sharp is realy buggy as well. I don't need more variables vs me on my slow buggy class.

I don't think decreasing the shroud CD is going to change too much- just buff the shouts and traits before doing that. I would say just make it so shroud isn't so mandatory for Reaper. ~~Of course, this is my own opinion.~~

They should not have changed speed of shadows into some crappy trait it was just fine the way it was.
