FPS issue

Hello everyone ! I just bought the game and I'm loving it! the only problem i have is that when i log in the first time i have 9fps so i keep restarting the game over and over until i get my 60 fps, i have good laptop : HP omen with nvidia gtx965m so it's not a rpoblem of hardware since when i retsart after x times it gets fixed and i play normally with hight setting and everything's fine ! but restarting the game over and over is frustrating :/ does anyone know a fix to this problem or had a simialr one ? thank you !

Forgot to mention i get 100% gpu usage which is weird cause normally i don't reach it only when i have this problem
