Scourge Elite Show No Particles, Only Red Circle Outline

I've been encountering a bug for about 2 weeks now in SPvP where the scourge Elite, Ghastly Breach, shows no particles except the red circle outline. It is near impossible to differentiate from their Shade in a fight. I normally tank the elite much longer than intended due to me not being aware that I'm standing in it. Any suggestions on how to fix this issue?

 

I run a GTX 1070, i5 6700k and have 16 gigs of ram. No other visuals fail to render, just the particle effects from the elite itself. I use the "best visual" preset graphic option.
