I've sent the report to arena net, but I'd thought I'd try here as well.

I believe the issue occurs when I'm in an area with a lot of other players.

The problem here is, that you have a 32-Bit Windows (and with only 3 GB RAM) and Guild Wars reaches the limit of memory it can use (Heap error).

 

There isn't much that can be done but switching to a 64-Bit Windows and having some more memory. Eventually you can lower the memory consumption with lowering your graphics settings.
