Instance Create Failed Error 1036 (possible story spoilers)

Myself and a large number of others are standing around to begin the phase of the new LWS4 entitled "Retrieve Blish's arm". I tried entering the instance after talking to the queens and I got this error:

 

InstanceCreate Failed. Error=1036; Product=9; Module=18; Line=624;

 

Aaaand right as I post this I see a system message saying a new build will be up in 10m, so I suppose it's all known info.
