It's a fair assumption. After all, unless otherwise stated there really isn't another group called Separatists.

Except of course the Kournans have no reason to know of or care about the Separatists in the Charr-Human conflict. "Separatist" is a regular english word. It isn't captalized in the sentence, so no reason to take it as a name.

It isn't even really a "name" as such, so much as a description that has been adopted, even in Ebonhawke.
