Rune Of the Scourge Escort Event Issue

Either this event has a long wait time or its bugged but I have been waiting at the receiving Attendant/Necropolis for 3hrs and it has yet to start the other events involving the Judges have Triggered instead of the Escort event I have seen other people waiting for the event to start but leave after awhile because of the wait time. So is it Bugged, Broken or am I in the wrong spot waiting for it to start its not like the hint in the collection helps.

Same here. I have waiting beside the attendant for over an hour and there is still no dialogue to start the event

Sigh. Anyone have anything concrete on this? I've waiting outside this guy on various times with him in various dress, the naked one the dressed one, and cannot get this shit to pop...

Just had one pop for me. I basically joined random LFGs in vabbi and hopped onto their instances and wait for a while and repeat till that guy decided to shout for helpers to escort a funeral in one of the instance.
