Kookoochoo: What am I missing about his story?

I've found all the fliers, and reading them from first to last, I can surmise his regressive mental state, to the point where he exhibits signs of manic depression. His story then ends up with him in solitary confinement on the cliff face, in a cell only slightly larger than him, with no toilets, no bed, etc.

 

Did I miss some important story component about Kookoochoo that would justify this harsh form of incarceration? Did he immolate entire cities like Balthazar? Did he commit act of genocide like Palawa Joko? Or is this how ANet's writers think we should treat people with mental illness?
