Entrance to the Bloody Prince's tomb? (Black Citadel)

Now there is a quest indicator there during Halloween :o :

 


 

I cannot interact with it, though, and it is yellow instead of the usual green.

 

Can someone please tell what to do to get inside or even get to replay the respective story content?? Where do I start?

You can't.

There are, often, phantom quest markers left over from old content.
