Dude I spent a ton of money for it and I use it ONLY to extract Agony Infusions or to swap Runes and Sigils on ascended gear. It would be useless to me if it had a cooldown. Imagine spending +4k gold on an item to endlessly extract agony infusions and then you suddenly have to wait x time to get your full gear clean.
