Elite Reinforcements Package region locked?

So, I'm Belgian, which means some items in the Black Lion Store are region locked for me,

specifically black lion keys, mount adoption licenses, and dye packs, and any packs that include them, and I'm totally cool with that and I understand.

But then I noticed the Elite Reinforcements Package is region locked as well, and I'm incredibly confused, because there are no items included in that pack that are locked for me otherwise.

I can buy every item that's in the pack individually, but not the pack.

 

And I'm just really curious why that is.

 

EDIT: I got into contact with CS, and they just gave me an automated answer that "some items are not available because of Belgium's lootbox/gambling law",

and then they directed me to the forums.

Have you purchased it before? It's only available for purchase a limited amount of times.

Have you an _empty_ Shared Inventory Slot? That's required for purchase.

It's quite confounding as why this would be blocked for Belgians, since no item in this pack involves gambling. Hope there's a response to why this is!
