Probably not technically against ToS, but definitely seems against the spirit of the rules since you're intentionally tanking your rating in order to stomp people of lower ranking. Lol, no I'm not. Read more carefully. I want to play multiple classes and that's just what happens when I switch because I'm either at a different skill level with another class or using a fun build that's not so good competively.
