Daedalus.4193
That is for Exotic recipe only. You must have the required Core Mastery "supply Line Management" - then find the Pact Supply Merchant at one of the 5 daily locations and get the "Torn Page from Tyrian Pact Survival Handbook" - use that and select the ones you want, or if they go rng get enough to open several. you can visit each of the 5 merchants every day. For ascended Celestial you need a named recipe called "WupWup" - these you can buy from the crafting merchants recipe tab listed as "Ascended Inscription" and "Ascended Insignia" - open those and select wupwup

Urud.4925
Talk to [this NPC in Lion's Arch](https://wiki.guildwars2.com/wiki/Giita "this NPC in Lion's Arch") and buy the "Recipe: Ascended Insigna" + the Recipe: Ascended Light Boots/etc. if you need them. EDIT: the Orichalcum Imbued Inscription is useful only if you already have some ascended piece, to change the stats. If you want to craft them, you need the ascended version. As Daedalus said, the celestial imbued insc. is only sold by pact supply agents. They offer different items every day: you can have a look [here](https://wiki.guildwars2.com/wiki/Pact_Supply_Network_Agent#vendor65 "here"). Idk how many days you should wait for the item you're looking for, I never use them.
Inculpatus cedo.9234
Crafting Merchants are next to crafting stations. https://wiki.guildwars2.com/wiki/Master_craftsman (list of all crafting NPCs)
PaxTheGreatOne.9472
Pact supply network agents travel. their locations shift and they have random stuff to sell including the celestial recipe's. For celestial trinkets buy the ascended ones from the fractal vendor or laurel vendors, do NOT bother with the exotic ones. Be aware celestial requires charged quartz crystals, 5 per inscription/ insignia, those are still timegated. Getting 30 charged quartz takes 30 days. Then you still need to start on weapons. 5 days per weapon. If you do make 'm you might consider using the inscriptions and insignia's on an ascended armor and weapons set (using stat swap), so you can shift it to other classes with the same type of armor. finding yourself with bound armor which is timegated tends to be frustrating. If using celestial stats, know these things can round out your build Food: Dragon's Revelry Starcake [Link to Wiki](https://wiki.guildwars2.com/wiki/Dragon%27s_Revelry_Starcake "https://wiki.guildwars2.com/wiki/Dragon%27s_Revelry_Starcakei") If in need of more stats and you have time to build up the kill count: Sigil: Superior Sigil of the Stars [Link to Wiki](https://wiki.guildwars2.com/wiki/Superior_Sigil_of_the_Stars "https://wiki.guildwars2.com/wiki/Superior_Sigil_of_the_Stars") Runes could be any of course, but several will provide stat boosts to all stats,
