The [tonic](https://www.gw2tp.com/item/36179-endless-common-clothing-tonic) is less than 3 silver. You can take the tonic to the [black Lion Exchange Specialist](https://wiki.guildwars2.com/wiki/Black_Lion_Exchange_Specialist#vendor11) and get it exchanged for an outfit you can put in your wardrobe.
