Currently it gives +17% damage against dragon bash holograms and +3% general damage increase. So it is only useful during the festival. I think that is a bad design choice compared to other festival sigils like the [sigil of night](https://wiki.guildwars2.com/wiki/Superior_Sigil_of_the_Night "sigil of night"), the [sigil of generosity](https://wiki.guildwars2.com/wiki/Superior_Sigil_of_Generosity "sigil of generosity") or the [sigil of mischief](https://wiki.guildwars2.com/wiki/Superior_Sigil_of_Mischief "sigil of mischief") which effects are still useful outside of the event.
