Because there were more active players at the HoT launch than PoF. First expansion failure + game aging in general means less copies will sell.

 

Wait for the next two quarterly reports, but I'm telling you how it is now (as I did with HoT's launch). Revenue will spike but sales will be unpredictably poor. Unless ANet actually fixes their game, the second quarter after PoF will be a new all-time low.
