can you make a world server soley for PVP a dog eat dog world

I missed runescape and being ganked from all sides please if you could make a world in which you have to place a item in as sort of bet and if you're killed the player get it. achlso there should likely be no squads passed three.

i know we have WvW but the landscapes seem bland to me now but being killed in Lion Arch not shabby and less violets
