Nope, they keep the shit they added but lower the foundation of the core game. All the broken thing stay in the game, they fix a single thing in the whole patch: unblockable.

As for a split of all 3 gamemode, I'm pretty sure that PvE, sPvP and WvW are all affected by the "global changes", while sPvP/WvW's balance change are exactly the same to the 3rd decimal of every single coefficients they touched.
