Gems not received with account upgrade purchase.

The relevant part is right in the second answer:

The 72 hours are a general guideline as to how long it can take. The significant part is that the transaction has to have fully completed. Given you likely purchased the upgrade over the weekend, this can get delayed further depending on if the transaction is affected by this or not.

 

It is not unusual though for these gems to take a while to clear.
