I don't know if payment is the answer or not, but I think a good way to do it might be an NPC vendor that you choose roles such as Commander and Lieutenants. Siege could be discounted and sold for badges at this vendor to ensure you have more than enough to do a quest you choose from for Alliance dailies. You choose which guild gets your credit for accomplishing target goals from the NPC, even if you're following a Commander who represents another guild's tag. This would make it the same as it ever was, but you get alliance credits for taking a T2 or higher tower. The more challenging the goals, the more people needed for roles. It could be like filling up a 20 person raid group. Guild runs could be instanced to ensure fairness and less lag. The Bastion shows us an example of an area for WvW / GvG that is instanced. The "payments" could be daily goal grinds towards items needed to unlock more missions worth more treasures, which keeps the folks coming back to fill the roles to meet their goals.
