No its account wide meaning when you buy a crafting license, every single character on your account can then have 3 professions. Then if you buy another crafting license every single character on your account can then use 4 professions simultaneously.

Came expecting fantastic responses to this request. Was not let down. Should be able to spend real life money to see the credits of the game roll, and when they do, your account is deleted and you're IP banned because there's no need to play anymore, you just bought game completion. Its over... credits rolled.
