It's been fixed, my mom, who is a IT support manager, had me download Avast! and it cleared whatever was blocking ArenaNet and the BLTC from loading.

Flushing the DNS didn’t help and I can’t exactly try a different provider. Comcast is my provider and I haven’t had problems with their service before I moved.

I’ve cleared caches, disabled security stuff, tried Chrome, Opera and Edge and asked another user in my house to try navigating to the ArenaNet domain which was unsuccessful. It’s got something to do with the internet but I can’t figure out what.
