You can use mounts on a new character at any level in any zone with a few exceptions like instances.

Yes. Once you've got the mounts they're unlocked for your whole account - all of your characters (even new ones created after you got the mount) can use them everywhere in the game. The only exception is instances like dungeons and story instances from before PoF, then they're disabled (as is gliding) because apparently using them could break some of the mechanics.

They didn't gate mounts like they did with gliding, so we can use them anywhere right off the bat. I really expected to get mount for outside of PoF in a few months, but a very nice surprise.

I suppose you meant "Like gliding, mounts are not gated"? Because your sentence basically claims that gliding was restricted to HoT, which it is not. ;)

Initially gliding was not usable in the rest of Central Tyria. The update came later.
