Do offensive AOEs have target priorities?

So we group people in subgroups in squads because boon application will target people in the subgroup first.

 

When we throw down an offensive AOE does it have any sort of target priority? Does it pick at random? Does it target players over pets? any ideas?

As someone said, people at middle of field, then at edge. You should rarely drop your fields right in them middle of massive 70 man stack because any ability that is centered around the caster won't get past 5/10 people (you can't kill stuff alone) and oneshotting all enemies at once is unreasonable.
