Downed CC not working properly (consistent BUG)

Neither Glacial Heart nor Stoic Demeanor work with wave of light, witch they should. I'd say it's amazing how nobody found this bug before, but given how garbage and unused both traits are, it really isn't.

I was very delighted to find this bug PvP, so after I finished the match I tested it in PvE, and not only does wave of light not work with them, neither does Channeled agony.

How convenient that necromancers don't lose any of their empowered fear/poison while downed, and chrono's phantasmal rouge still respawns to burst half your hp again , but guardian traits just stop working once you're downed.
