Superior Sigil of Mischief and Superior Rune of Snowfall

Am I blind or is there basically no way to get these anymore?

It costs almost more than a Legendary now to get Winter's Presence - I hope that's not intentional? :(

The prices on legendaries are in the 1000s. The total price of Winter's Presence is under 1k, so no, not more than a legendary.

 

The main source, for now, is the TP; same as last year. The sigils drop from Wintersday gifts in tiny amounts (same as last year) or you can upgrade them. TP prices are ~8 gold, upgrade costs are about 20g.

That's cheaper than it was the first year. (And despite the falling prices of legendaries, it's also far cheaper than any legendary.)

It's intended to be a gold sinking prestige item; high price is part of its design.
