central tyria mastery?

i have core gw2 and path of fire but no heart of thorn, do i have access to central tyria mastery? if yes how can i unlock them?

You do have access to them. I think they unlock by doing the first part of the PoF story, which will also unlock PoF masteries and get you the raptor.

Central tyria is central tyria—you don’t need HoT or PoF to unlock them. Just get one character to level 80 to be able to use them, and meanwhile you can still collect the mastery points around tyria.

The red points ARE for core, that's correct. And you can still gather the points.

But being able to use the mastery system at all requires you to do the first mission of either expansion.

Without doing one of those, the system will stay locked and not allow you to spend the points.
