I often see ley-line npcs in the world ??

Is there some kind of event going on thats been stuck or something?

 

I often see those ley-line persons (looks the same as the first raid) in random maps (even in Pof) but they Always disappear after 2-3 secs.. if i run to it its also gone.

It's the start of a quest line. If you can run to it fast enough you'll trigger an interaction. Once you finish the full quest line you will stop seeing them.
