I'm not sure why you think "uncommon" means "guaranteed if I open 30 chests". You have other options, in particular, hold on to your statuettes and wait to see if/when it pops up on one of the alternative sources. (So far, I think every account bound item older than a certain age has made it to the Black Lion Exclusives Chest or Statuette vendor. Newer items are tbd.)

Even if they'd get banned: Anet could just offer black lion statuettes for 125 gems each in the gemstore. On top of it, you get a key as a gift. One company already changed to such a system for a certain region, although i cannot remember wich one it was right now.
