Like I don't know who tests this stuff but maybe its time for play testers or something. I'm no mesmer expert but I'm pretty sure this is not functioning properly. Since it has a casting time, if you move, this changes the trajectory of the spell, which is not what people would expect. I do like the ground targeting. But perhaps the cast time should be removed. Yes...that was the problem with tides of time when the messed the cast time. if it's ground targeted now...I've feeling the cast time of mind stab...aka Damn near instant.
