The fact that mirage can still dodge (use mirage cloak) while CCed EVEN WITHOUT EM is reason enough to not have a stunbreak on it. I disapproved of Exhaustion when it was implemented for Dash but at the same time, daredevils have exclusive ways to regenerate endurance actively while mirage does not. You could fine-tune the duration of exhaust to the point where it actually creates a good feel of balance (and maybe 3s of exhaust achieves this, I wouldn't know) but it's still not the best way to nerf EM imo.
