Download at 0% but there's still remaining 40,441 files remaining

my launcher isnt downloading anything, i fresh reinstalled and deleted cache and appdata. when i start again, it gets stuck as 0% with 40,441 files remaining and not moving

Try using ArenaNet's patch server, with logging enabled:

-log -assetsrv 64.25.41.2

 

If after a few minutes it's still stuck, you can view the log file to see what it's doing (%appdata%/Guild Wars 2/Gw2.log). You could either have software blocking the connection, or something outside of your control could be causing it, in which case a VPN is required.

do i create a new shortcut and paste that in the properties > target line?

Yes, it should read something like Target: "C:\Example\Gw2-64.exe" -log -assetsrv 64.25.41.2
