You must sit in either Queen Jennah's, Knut Whitebears, one in the Arcane Council or the Imperator's. I have completed all the others but this one is not interactable. Also Knut Whitebear is sitting on his throne. This may the thing causing the widespread bug? Not sure. Needless to say it's the final chair in the list. I went to Divinity's Reach with a different one and tried Queen Jenna's throne and that one worked. So maybe not all are working. DR one definitely works.
