Daggers are agnostic about whether they are used for main- or off-hand.

Yes, Thief, Elementalist, Soulbeast, and Spellbreaker can all MH Dagger.

those that can use mainhand dagger - core necromaner, core thief, core elementalist, soulbeast ranger, spellbreaker warrior.

 

You likely only saw daggers listed as offhands because the trading post will filter items based on profession youre logged onto. If you were on a ranger without the soul beast elite equipt, youd only see offhand dagger as thats all core ranger or druid can use, i would imagine.
