Game client functions but game window is broken

After a hard freeze yesterday while in WvW, I restarted the client and it functioned normally until the game window opened. the window opens, freezes for 1-2 seconds than minimizes and doesn't function properly. when previewing the window from the task bar it shows a pixel thin line, when attempting to alt tab into the window it shows the top bar of the window but not the game window, making the game unplayable. Task manager says the game client and window are functioning(responding), client repair and reinstall didn't fix the issue, pc restart, running as admin, registry scan, compatibility troubleshooter and sfc scan didn't find or fix the issue either.
