Apparently, the Russian government is blocking access to Amazon Web Services, which currently hosts GW2. You can try using a VPN to fake out the local networks. Other than that, you'll just have to wait out the politics.

I'm in the U.S. and am too getting this error. I have tried changing DNS servers and rebooting my modem/router to avail. Port forwarding didn't help either.

 

EDIT: As of this edit ~30 min later, issue has self resolved. Could have been an issue on the server side.
