I don't think so

 

Gwen is surely an amazing person but she's not a legend. I don't think there is that much power in her tale.

 

But the main problem is: it would't work with races. Legends of the revenant are races-neutral, Karlla being the exception. But Karlla is revered by all charrs and people from other races can relate to her because of the values she embody (freedom, rebellion, ect...). She is a legend. Gwen, on the other end, is only a hero within Ebonhawke. But most of all, Charr hate her (in the book Ghost of Ascalon, she is called "Gwen the goremonger" by a charr). So a charr revenant using this legend would be quite absurd.

 

I think there are other heroes and characters that would suit a new legend better.

 

It would have been a nice spec though...

Skilled interrupt focus. But that wont ever happen cause it wouldn't be easy enough to play to sell an expansion.
